The Cambodian Quartet (Ministry of Labor, Ministry of Commerce, Cambodian Garment Manufacturers Association and International Labor Organization) formally signed a Memorandum of Understanding on November 8th, agreeing to extend the "Cambodia Better Factory Project" for a period of three years. Under the new agreement, the Quartet promises to strengthen cooperation to improve working conditions and strengthen the capacity of project institutions to enhance the competitiveness of the garment industry.
The Better FactoryCambodia, which is under the responsibility of the ILO, will continue to be responsible for auditing tasks in the next three years (2017-2019) and will implement joint strategies and action plans with the Ministry of Labour to support workers. The Ministry established the capacity to implement labor laws, but did not specify a clear timetable for transferring inspection tasks to the Ministry of Labour.
At the signing ceremony, Labor Minister Yi Senxing said that under the new agreement, the Cambodia Better Factory Project and the Ministry of Labor will further strengthen cooperation to jointly carry out inspection and law enforcement tasks. The parties have reached a consensus that the extension of the project is to continuously improve working conditions and enhance the competitiveness of the Cambodian garment industry.
Commerce Minister Bansulasa disclosed that the new agreement more clearly lists the source of project funding, including assistance from the Cambodian government, the Cambodian Garment Manufacturers Association (GMAC) and partners. I agree to continue to support this project and I hope to see the relevant departments transfer the knowledge and experience of the inspection to the Ministry of Labor officials to ensure that they are able to cope with current and future challenges.
Wen Shuyang, president of the Cambodian Garment Manufacturers Association, agrees that the Cambodian Better Factory project, which has been incorporated into the Cambodian government policy, will play a role in promoting the export of clothing and shoes. I hope international buyers will support this project and continue to purchase Cambodian products and pay a reasonable unit price. The Cambodian Better Factory project will be funded by the Cambodian government and manufacturers for the next three years and will not exceed 25% of the total funding.
According to the Quartet’s signing of the extension project agreement, the Cambodian government and Cambodian garment manufacturers will agree to continue to assist the project (equivalent to 25% of the project budget); the ILO will use other means, including international buyers to subscribe to the inspection report, provide training courses for workers and Foreign aid, etc., to fill its 75% budget.
According to the report, in the current Cambodian Better Factory project budget, the Cambodian government and Cambodian garment manufacturers will bear 10% and 14% respectively, international buyers support 26%, and workers' training courses account for 6%. The US Department of Labor and the Australian government respectively funded 29% and 2%, the rest are from sponsored events and other income.
